Property Taxes

Tax Assessment Notices are sent out in May of each year to the properties that have had changes in their assessment. There is a 30 day period in which you may file an appeal of your assessment if you feel you have been unfairly assessed.

SAMA View is a web site application that empowers the Agency to efficiently communicate – to the public -- relevant revaluation and property assessment information. To access SAMA View, please visit the SAMA web site at www.sama.sk.ca and click on the SAMA View logo on the homepage.

For comparison purposes, SAMA View allows the general public access to individual property assessment information, as well as property assessment information within any SAMA client jurisdiction. This web site visually presents assessment information, using easy to understand maps.

Tax Notices are sent out in July of each year. The tax year is January to December. Taxes are due December 31st of each year for that year. The Council of the R.M. of Buckland approved an incentive bylaw for early payment of taxes with prepayment discounts. Up until taxes are levied, the discounts are based on the previous years tax levy. Discount periods are as follows:

Tax Arrears are taxes remaining unpaid on December 31st of each year. These are subject to a monthly penalty of 0.75%. After one full year of penalties a Tax Lien is put on the property and further costs are incurred.

Taxes and Accounts receivable payments may be made with cash, cheque or debit at our office. We do not accept any credit cards. Please contact the office for more information.

Designation of School Taxes must be filed with the RM by December 31st to be effective the following year.

Elections

Currently the Election Act is under review. There is a provincial proposal for four year terms for Rural Councillors and Reeve (increased from the present 2 year terms). The proposal is to hold elections on the 4th Wednesday of October as follows:

Division 2, 4 and 6 Councillors; October 26th, 2011 and October 22, 2014, and every four years thereafter.

Reeve and Division 1, 3 and 5 Councillors; October 24th, 2012 and every four years thereafter.

Waste Disposal

Waste passes for The City of Prince Albert Landfill, located in the RM of Buckland, are available for purchase at the RM office. These passes cover household garbage only. Additional charges will incur for demolition, appliances etc. The cost of the pass is $30.

Maps

Maps were updated in 2010. These are available for purchase at the RM office for $10.00.

Sub Division Maps are also now available to purchase at the R.M. office for $10.00

Dog Control

In accordance with Dog Bylaw 4 of 2006, dogs must be licensed and kept under the control of their owners at all times. There have been increasing incidents of dogs running at large in the RM. Besides being a nuisance to your neighbour an unleashed dog may intimidate or harm another person. Colin Cloarec, the appointed enforcement officer has been vigilant in investigating complaints. Dogs running at large are impounded, with fees and costs being charged to their owners before the dog is released from the pound. Please be a responsible pet owner!

2006

  1. All dogs shall be licensed
  2. All dogs shall be confined on owner’s property or be under their control at all times.
  3. License Fees are:
Male $5  yr
Female spayed $5  yr
Female un- spayed $25 yr
  1. Dogs found running at large, licensed or unlicensed shall be impounded.
  • Pound fees are as follows within a 12-month period.
For licensed dogs:
  $50 first impounding plus a $10/day pound fee
  $150 for second impounding plus a $10/day pound fee
  The dog shall be destroyed on the third impounding within a 12-month period.
For unlicensed dogs: All fees are doubled.

Roads and Maintenance

Snow plowing and grading is provided by the RM on municipal roads. The RM does not custom plow or grade driveways. Snow plowing across municipal roads is not permitted. Children should be cautioned of the dangers of playing in or around snow piles adjacent to road ways.

Weight Restrictions – spring road restrictions are in effect during periods of Saskatchewan Highways imposed restrictions. During this period, thin membrane surfaced roads are restricted to 12,000 pounds. Council may extend restrictions during periods of adverse road and weather conditions.

Speed limit on municipal roads is 80km/hr, unless otherwise posted.

Salvage of Hay along municipal roads is by the adjacent landowner before July 15th in each year. After July 15th, any person may cut and salvage the hay. Please ensure the swaths are 2 meters from the shoulder and bales at least 8 meters form the shoulder of the roadway.

ATV use – there have been a number of incidents regarding the recreational use of quads and motocross bikes damaging municipal roads and ditches. The noise can be an annoyance to residents and a violation of the RM of Buckland Noise Bylaw. At all times persons operating an all terrain vehicle shall do so with due care and attention as well as consideration for other persons and property in the area.
